What is the Global Talent Stream?

The Global Talent Stream is part of the Temporary Foreign Worker Program (TFWP) that aims to accelerate the LMIA and Work Permit processes. 

Employers must also meet conditions relating to the payment of skilled workers. Foreign skilled workers hired through the Global Talent Stream must be paid at the prevailing wage or higher. 


Although the Global Talent Stream has various benefits for Canadian employers looking to fill labour and skill shortages, it can also be an effective way for foreign nationals to gain Canadian work experience. Canadian work experience can be extremely beneficial for foreign nationals who are looking to eventually apply for permanent residence.

Companies can use the Global Talent Stream to:

Hire skilled, high wage workers to stay competitive internationally

Fast-track hiring and obtaining Work Permits for eligible foreign workers

Benefit from an accelerated Labour Market Impact Assessment (LMIA) process

GTS Program Requirements

  • Processing Fee: $1,000 processing fee paid by the employer
  • Business Documents: Provide business documents proving legitimacy as a Canadian company.
  • Labour Market Benefits Plan (LMBP): Complete a LMBP with Employment and Social Development Canada (ESDC) that demonstrates your business activities will have a measurable impact on the Canadian labour market
  • Category A: Show your commitment to creating jobs and advancing skills for Canadians, submit an LMBP, and have a referral from a designated partner
  • Category B: Demonstrate hiring a foreign worker is needed to meet labour market demand, develop and implement a comprehensive LMBP, and show you made efforts to hire a Canadian citizen or Permanent Resident
  • NOTE: If the requested occupation is included on the global talent occupations list (adjusted by IRCC regularly), it’ll be processed as a Category B application and must meet Category B requirements.

An employer seeking to hire highly skilled temporary foreign workers (TFWs) to fill positions in in-demand occupations found on the global talent occupations list.

Labour Market Benefits Plan

Shows an employer’s commitment to make a positive impact on the Canadian labour market. Employers in both categories must commit to two more complementary benefits, with at least one activity for each benefit. These complementary benefits can include, but are not limited to, creating jobs, co-op or internship programs, training current employees in new techniques or implementing best practices or policies as an employer for your workforce.

Expedited Processing 

Global Talent Stream applications are typically processed within 10 business days. Upon a successful application, the employer will receive a positive Labour Market Impact Assessment (LMIA) which enables the foreign worker to apply for a work permit. Work permit applications that are submitted for a Global Talent Stream position also qualify for expedited processing: averaging 10 business days.

Step 8 > Decision

You are immediately contacted when your application is updated. We are there to walk you through the next steps, and of course, celebrate approvals!
